The Croatian Benchmark
Croatia joined the EU in 2013. Here is what happened to its residential market:
- Property prices rose by an estimated 68–74% between 2013 and 2025
- Coastal areas saw annual growth of 10–13% in 2024, with Q2 2025 still showing +13.2% year-on-year nationally
- Foreign buyers now account for more than one third of all purchases
- Euro adoption in 2023 removed currency risk for Eurozone investors and further accelerated demand
The pattern was not a one-time jump on accession day. It was a multi-year repricing as financing became easier, legal certainty improved, and EU buyers treated Croatian property as a domestic-market purchase rather than a foreign adventure.
Where Montenegro Stands Today
Montenegro starts from a lower base. Quality coastal apartments in the Bar–Budva corridor still trade at €1,800–3,500/m², while comparable Croatian coastal locations command €3,500–7,000/m². Montenegro already uses the euro, so the currency-risk discount Croatia carried until 2023 does not exist here — yet the price gap to Croatia remains wide.
The accession process compresses that gap from two directions: EU membership raises the ceiling (Croatian-level pricing becomes the reference), while the drafting of the Accession Treaty removes the discount buyers applied for political uncertainty.
What This Does NOT Mean
Honest caveats, because we do not sell fairy tales:
- 2028 is the official target date. Chapters 23 and 24 (judiciary, rule of law) remain the hardest to close, and delays are possible.
- Not all property benefits equally. Croatia's gains concentrated in legal, well-located, tourism-relevant stock. Non-legalized buildings and poor locations were left behind — the same will apply in Montenegro.
- Prices have already started moving. Part of the EU premium is priced in. The remaining upside lies in the gap between "likely member" and "actual member" — historically the largest repricing window.
Practical Conclusion
If you have been watching the Montenegrin coast and waiting for "more certainty," understand the trade-off: certainty and price arrive together. Croatia's buyers who waited for accession day paid the post-accession price.
The rational approach now is not to rush, but to be selective: legalized property, clean title, locations with rental demand (Bar, Budva Riviera, Herceg Novi bay), and a realistic yield calculation independent of the EU story.
