If you live in Germany and speak Russian, the question “why look at an apartment in Montenegro?” comes up more and more often. The short answer: the euro, relatively short flights, the climate — and, if you want more than a peak-season resort, the town of Bar, where Adriom DOO is based and where everyday life continues year-round.
This is a calm overview for comparison — not investment advice and not legal advice.
In short
- Currency: euro. Property and daily costs in Montenegro are quoted in euro — no separate “holiday currency” conversion for the purchase itself.
- Bar is reachable from Germany. Flights go to Podgorica and Tivat; then car, transfer or bus. Schedules change with the season — check current departures.
- Bar ≠ Budva. Budva is the tourist hub with a busy summer. Bar is a port city with schools, a market, a hospital and cafés in winter; asking prices per m² in listings are typically calmer.
- Documents before you buy. Including the property’s status (and legalisation, if it is still in progress). An independent lawyer checks this; we do not give legal advice in this article.
Why Montenegro makes the shortlist
For people already living in Germany, Montenegro is often compared less as “another beach trip” and more as a practical Adriatic option: sea, mountains nearby, a milder winter than much of Germany, and a market where foreigners generally buy apartments under the same basic framework as locals (the deal itself always goes through a notary and cadastral checks).
According to the Central Bank of Montenegro (via Investitor.me), in the first half of 2026 €237.77 million flowed into property from abroad; Germany ranked second after Serbia (€22.9 million). The bank counts by country of payment, not by citizenship or language — the figure shows capital interest from Germany, not the share of Russian speakers.
Why it often feels “ours” — beyond the numbers
The numbers matter (euro, flights, asking prices). Russian-speaking buyers who already live in Germany also name softer reasons — hard to put into a CBCG table:
- Orthodox background. The calendar, churches and yearly rhythm feel closer than in many Mediterranean resorts.
- Slavic environment. Everyday life is easier to “catch”: Cyrillic nearby, Serbian/Montenegrin more familiar to the ear than Romance languages further west or south.
- Mentality. Less everyday distance; it is often simpler to deal with people as people — not only as a tourist.
- Open people. Hospitality on the coast is normal: neighbours, markets, cafés, service.
- A community already exists. Along the coast — including Bar — people from the post-Soviet space and from Germany have been arriving for years. It is easier to find your circle, schools, doctors by recommendation, rather than starting from zero.
- The sea next door. Not “someday on holiday”, but the Adriatic in daily geography: beach, a walk, dinner by the water — in a town you can also live in in winter.
None of this replaces paperwork, budget or an independent legal check. It is why Montenegro often makes the shortlist before the price table.

Bar suits buyers who want more than a couple of weeks a year by the sea, who work remotely, or who prefer a normal town rhythm in winter. Budva suits those who want resort atmosphere and the widest choice of complexes. Full comparison: Bar or Budva.
Practical steps if you are looking from Germany
- Budget in euro — with room for notary, translation, possible fees and a reserve.
- Viewing — in person or by video. From Germany, a video tour plus a live call with the team in Bar is a normal first step.
- Documents — cadastral extract, ownership, building permits / legalisation status if the unit is still in process. Marketing copy never replaces due diligence. If the status is unclear, put it in writing before any deposit and discuss it with your lawyer.
- Contract — preliminary agreement, then notarial deed; payment and cadastral registration.
- Taxes — in Montenegro and in Germany depend on your situation: only with your own tax adviser.

FAQ
Do I need residence to buy an apartment? Buying and residence permits are separate topics. Stay rules depend on your citizenship and purpose of travel — check current rules with the competent authorities or a lawyer.
Can I buy without travelling? Yes: video viewings and signing by power of attorney are possible; deal details are agreed case by case.
Is Bar “cheaper than Budva” therefore a better investment? No. Asking-price gaps reflect different demand and product. The right choice depends on how you plan to use the apartment.
What about legalisation? Some properties may still be “in process”. That is neither a reason to scare people in ads nor a reason to skip checks: before any deposit, the status should be clear to you and your lawyer. Write to info@adriom.me — we will point you to document checks, without giving legal advice in a newsletter.
